Checked on October 23, 2026, against the State Department's practice-test instructions page as captured on October 7, 2026 (since removed), its fact sheet on Foreign Service reforms (April 1, 2026), the Pearson VUE FSOA page (last updated August 7, 2026), the Pearson VUE FSOT page and the regulation 22 CFR 11.20.
Is there still an FSOT passing score? As captured on October 7, 2026, the U.S. Department of State's practice-test instructions page said the Foreign Service Officer Test no longer has one and that candidates move on by score and hiring need; that page has since been removed. This guide explains what the State Department has said, what your score report shows, what is not published about scoring, and each stage after the test as of October 2026: the Written Exercise, the Structured Interview and Negotiation Exercise, clearances and the ranked register.
Is there an FSOT passing score?
No current State Department page gives one. As captured on October 7, 2026, its practice-test instructions page said: "the FSOT no longer has a passing score; the State Department will instead select candidates to move on to the next stage based on the highest scores and needs of the Foreign Service." That page has since been removed, and we found no replacement page from the State Department.
You may still read about a fixed cut score. The regulation, 22 CFR 11.20, says the parts are "weighted and graded according to standards established by the Board of Examiners," which may adjust the passing score to reflect projected hiring needs. The regulation has not caught up with the 2025 and 2026 changes. Cut scores such as "154" that some sites quote do not appear on the State Department's current pages.
What the FSOT score report shows
Pearson VUE says the score report you receive right after the test "indicates whether they passed or failed." A profile status of "scores are under review" is not your result. The State Department does not explain how the pass or fail line on the report relates to selection by the highest scores, so read the report and wait for any invitation.
What is a good score on the FSOT?
The State Department does not publish one. These are all not published:
- the score scale and any cut score;
- how much each section counts;
- the pass rate or the share of candidates invited to the next stage;
- average scores or a score distribution.
Score calculators and "average FSOT score" figures online do not come from the State Department. If selection goes to the highest scores, as the removed page said, the useful goal is your best score in all three sections. Our guide to what is on the new FSOT has the sections and a study plan.

What changed after the test in 2025 and 2026
- September 2025: the personal narrative questions were removed from the application.
- April 1, 2026: the State Department's fact sheet says it "has returned to the use of a Written Examination to replace the Qualification Evaluation Panel given that the ability to think critically and write clear prose continues to be an essential skill."
- April 1, 2026: the oral exam was redesigned "to refocus on testing substantive knowledge of U.S. foreign policy concepts, diplomatic history, and negotiation skills."
That retires a common claim: that after the FSOT a panel (the QEP) reads your personal narratives. Both the narratives and the panel step are gone. The written step is now a test you take.
FSOA step 1: the Written Exercise
Pearson VUE's FSOA page, titled "FSO Essay," says invited candidates "start by scheduling their Written Exercise." You take it at a test center or online with OnVUE, on a date inside the 5-day window given in your invitation.
The length of the Written Exercise, the kind of prompt and how it is scored are not published. Some sites describe a set format from unnamed guides; treat those as unverified.
FSOA step 2: the Structured Interview and Negotiation Exercise
Pearson VUE says: "Within two weeks of completing your Written Exercise, you will receive an invitation" to schedule the final stage of the FSOA, the Structured Interview and Negotiation Exercise. Its format and scoring are not published beyond the April 2026 description of the redesigned oral exam above.
The State Department's FSOA Information Guide from September 2024 describes an older assessment, so it is not a reliable guide to the current one.
After the FSOA: clearances and the register
As captured on October 7, 2026, the State Department's instructions page listed the later stages as "a background check, medical clearance, suitability clearance, and rank-order register from which job offers are made based on hiring needs by career track." Under 22 CFR 11.20:
- a background investigation, a medical clearance and a review by the Suitability Review Panel come before an appointment;
- each career track has its own rank-order register, and appointments are made in rank order as hiring needs require;
- names are removed from a register 18 months after they are placed on it.
The removed instructions page also said: "Doing well on the FSOT does not ensure eventually being hired." The how to become a Foreign Service Officer guide covers eligibility and the five career tracks.
If you are not invited
You may test only once in any 12-month period. The FSOT test dates and registration guide has the next windows.
Frequently asked questions
What is the FSOT passing score?
No current State Department page gives one. As of October 7, 2026, its practice-test instructions page said the FSOT no longer has a passing score and that candidates are selected by the highest scores and the needs of the Foreign Service; that page has since been removed. Pearson VUE says the score report shows pass or fail.
What is a good FSOT score?
The State Department does not publish a scale, a cut score or average scores, so no score can be called good in advance. Aim for your best score in every section.
What is the FSOT pass rate?
Not published. The State Department does not publish pass rates or how many test takers are invited to the next stage.
When do I get my FSOT results?
The score report right after the test shows whether you passed or failed. When invitations to the Written Exercise are sent is not published.
What is the FSOA?
The Foreign Service Officer Assessment. It starts with the Written Exercise, and within two weeks of finishing it, candidates receive an invitation to the Structured Interview and Negotiation Exercise.
Is the Written Exercise an essay?
Pearson VUE's page for it is titled "FSO Essay," and the State Department calls the step a Written Examination. Its length, prompt type and scoring are not published.
Is there still a QEP?
No. The State Department's fact sheet of April 1, 2026, says a Written Examination replaced the Qualification Evaluation Panel.
Does a high FSOT score mean a job offer?
No. The State Department's practice-test page said doing well on the FSOT does not ensure being hired. Offers come from ranked registers by hiring need.
